The multi-crore project of “Vigyan Gram” (Science Village), an almost identical project of science city Kolkata, is struggling to meet up its left over construction resulted of constant constraints of funds.
The project that is destined to meet completion within 2016-17 is still to reach the finish line as far as construction is concerned. And now it (completion) has been once again delayed to June this year, exactly with no positive development.
The construction was designed to be completed in two different phases—in the first phase stress was given to develop suitable infrastructure which includes buildings, sanitation and drainage facilities. And in the second which is also the last, Planetarium, galleries and other such interactive exhibits were set to be installed.
One of the highly placed sources in the science and technology department, the nodal agency supervising the project, has said, the tender of the construction was quoted by Reacon Engineering Private Limited, Kolkata based construction farm. And, the agency has no minimal attention towards the project.
“To develop the 12.82 Hectare area as a land of science and its expedition, the Ministry of DoNEAR had released a sum of 20 crore out of 80 crore in total for the very first phase. But had no development since the funds was utilized”, sources informed the TripuraIndia.com.
Usually, such projects are dealt in a negotiating manner. The construction farms do their work within the stipulated time and then demand for their expenses. But, in this case, the construction farm has shown no confidence over the PWD agreement and remained too tight-fisted to invest their own resources, added the sources.
Now the left over construction needs a handsome fund of approx 60 crore. Finding no option left, the government has propelled a proposal to the Ministry of DoNEAR as well as the Ministry of Culture for additional fund release for the earliest completion but still no positive response has been forwarded.
